How do you handle children that just DON'T listen?

I am having a very tough time with my youngest one and getting them to actually do what they are asked. Does anyone have any suggestions on how to get kids motivated other than candy or rewards? Isn't it part of growing up to learn responsibility?

I find with my two, ages 2.5 and 7.5 if I don't have a good connection with them, then no "trick" is going to work. So when I realize that things are quickly getting out of hand with discipline issues, I try to address what is going on with them. Usually, the cure is to actually pay attention to them and not just keep multitasking when they try and get my attention. So far, it has been working like a charm.
